§ Mr. SteelTo ask the Chancellor of the Duchy of Lancaster (1) how many licences his Department issued for the export of equipment and technology for manufacture of fibrous carbon bonded thermal insulation to the Union of Soviet Socialist Republics prior to the introduction of controls in November 1986;
(2) what criteria were used in drawing up controls on the export of equipment and technology for the manufacture of fibrous carbon bonded thermal insulation.
§ Mr. Alan ClarkBefore the introduction of controls on the export of such insulating material, export licences were not needed to any destination. The criteria used in drawing up the controls reflected our strategic concerns and were adopted by our COCOM partners in the controls agreed multilaterally.
