To ask the Secretary of State for Transport what plans he has to deal with congestion on the London rail network.

I have for some time been considering, with British Rail and London Regional Transport, the scope for improving and developing the railway network in London. A number of major improvements are already in hand at central London termini and I have authorised the purchase of additional rolling stock and expenditure to relieve congestion at a number of stations on the Underground. But the chairmen of BR and LRT both agree that more must be done. In particular, an urgent review is needed of capacity in the central area. We have therefore jointly established a central London rail study, to focus on these concerns in the light of present and future demand. The aim will be to develop a strategy for improving services, bearing in mind the need to maximise the use of existing assets. But I do not rule out the possible need for major extensions of London's rail infrastructure. I hope to have initial results in July. I am placing a copy of the terms of reference for the study in the Library.
