To ask the Secretary of State for Foreign and Commonwealth Affairs what action he is taking to promote exchanges and educational visits by young people from the Soviet Union and Britain.

Such exchanges are explicitly provided for in the memorandum of understanding signed during my right hon. Friend the Prime Minister's visit to the Soviet Union last year. We are actively supporting them through assistance to organisations such as the British Council and the Central Bureau for Educational Visits and Exchanges.
