The net present values were assessed using the Department's standard cost-benefit analysis. It was assumed that dualling would be undertaken at the same time as major maintenance, that the programmed M20/A20 improvement schemes would be completed, and that the accident rate on the A2 would improve as a result of street lighting installation.
