§ Mr. DoranTo ask the Secretary of State for Scotland what is the latest estimate of the level of community charge for each(a) regional, (b) islands and (c) district council in Scotland taking account of proposed rates levels for the financial year 1988–89.
§ Mr. LangThe table shows the estimated levels of community charge which would be necessary to replace domestic rate income in 1988–89. The figures may need to be adjusted if in due course my right hon. and learned Friend proposes a rate reduction in relation to any authority and this is approved by Parliament. They are provisional figures calculated on the same basis as those produced by the Scottish Office in respect of earlier years and reflect the latest available information on rate poundages for 1988–89. They do not represent forecasts of the level of community charge when the new system is introduced in 1989–90 and take no account of the proposals for grant safety nets which are under discussion at present between the Scottish Office and the Convention of Scottish Local Authorities.
