To ask the Secretary of State for Scotland what action he has taken to implement the a la carte co-operation proposed in the document entitled "European Integration in Education and Culture," which appears in bulletin EC 3–1987, page 111; and if he will make a statement.

The document to which the hon. Member refers was circulated by the French Prime Minister to his European counterparts last March, but no conclusion has yet been reached on its implementation.

We shall continue to participate in the Government's overall consideration of the proposals for a la carte co-operation contained in the document.
