§ Mr. WaldegraveAt 1986–87 prices the total of gross capital public expenditure on housing in England (local authorities, Housing Corporation and new towns) in 1971–72, the earliest year for which figures are available on a consistent basis, was £4,327 million. The comparable figure for 1986–87 is £3,446 million.
Available information for the three categories of expenditure specified, for England and at 1986–87 prices, is set out in the table. Although the net total of local authority capital spending is cash limited, spending on the individual component elements specified is not. "Allowed" expenditure is taken to mean gross outturn public
