To ask the Secretary of State for the Environment if he will outline the reasons for his proposal to classify clinical waste from veterinary premises as industrial, rather than commercial waste.

Clinical waste arises in many different circumstances and we do not think it appropriate to lay an additional duty on local authorities to collect it, which would be the effect of classification as commercial waste. At present, the majority of authorities do not collect clinical waste and do not have the facilities to do so. Classification as industrial waste enables authorities which currently collect clinical waste from veterinary practices to continue to do so.
