To ask the Secretary of State for the Environment if he will give financial incentives to local authorities to build new dwellings for rent for groups in the population with special needs.

No. It is for local authorities to determine their own priorities for capital spend. But they may find increasingly that they get better value for money by assisting other providers of housing for rent, including providers of housing for those with special needs, rather than by direct provision themselves.
