To ask the Secretary of State for the Environment what plans he has for redesignating the breeding and keeping of horses and associated stabling as an agricultural activity for planning purposes.

We have at present no proposals for altering the extent to which the general development order exempts development involving horses from the need for specific planning permission. Breeding and keeping horses for the working of the land or as agricultural livestock is not development for the purposes of the planning Acts.
