To ask the Secretary of State for the Environment if he has any plans to seek to change the existing density planning controls available to local authorities under town and country planning legislation.

No. Density policies are a matter for local planning authorities and should normally be contained in their development plans. They should have sound planning justification. My Department's advice is that county structure plans should give general guidance on the densities expected; more detailed density policies are a matter for local plans. Where planning decisions are based on those policies, they should be well reasoned if they are to be secure against successful appeal.
