§ Mr. DunnThe Secretary of State's policy in respect of parental choice in the context of school reorganisation proposals is set out in DES circular 3/87. There was a substantial volume of representations both in objection to and support of the LEAs proposals in respect of Pilgrim school, and my right hon. Friend took account of this with other relevant facts and arguments in reaching his decision.
