The modernisation measures called for by SACEUR comprise the development of a stand-off tactical air-to-surface missile (TASM), the deployment of a follow on to the Lance surface-to-surface missile system, the introduction of improved nuclear artillery shells and the continued modernisation of NATO's dual capable aircraft.
