Mr. Bowis

To ask the Secretary of State for the Environment how many tenants of housing associations(a) in England and Wales and (b) in Greater London, have bought their homes in each of the past five years; how many have bought under the transferable discount scheme; and what proportion in each case these figures are of the total number of tenancies with housing associations.

Mrs. Roe

The available information for England and for London for the years 1982–83 to 1986–87 is as follows. For Welsh figures, I refer my hon. Friend to my right hon. Friend the Secretary of State for Wales.

Number (percentage of dwelling stock)
Financial year England Greater London
1982–83 13,890 (3.2) 3,270 (2.6)
1983–84 7,870 (1.7) 1,670 (1.3)
1984–85 4,080 (0.9) 820 (0.6)
1985–86 3,700 (0.8) 900 (0.7)
1986–87 3,100 (0.6) 670 (0.5)

In addition to those sales, the following numbers of housing association tenants in England bought dwellings through the transferable discount scheme of home ownership for tenants of charitable housing associations:

Number Per cent. of dwelling stock
1984–85 160 less than 0.1
1985–86 2,570 0.5
1986–87 1,240 0.3

Figures for London are not readily available.
