To ask the Secretary of State for Scotland if he will give the costs to public funds of the letter from the Minister with responsibility for home affairs and the environment at the Scottish Office, the hon. Member for Edinburgh, West (Lord James Douglas-Hamilton), delivered to the home of the hon. Member for East Kilbride at 1 am on Saturday 27 February; and if he will make a statement.

There is no identifiable cost to public funds. The letter was considered urgent and a driver who had been engaged in other duties on the evening of 26 February delivered it without any significant deviation from his route.
