asked Her Majesty's Government:

Whether, in view of Baroness Trumpington's Written Reply of 21st April 1988, their measures to improve the conservation of salmon are intended primarily to secure increased passage of fish past coastal and particularly estuary and river nets and into upstream waters.

In looking at measures for salmon conservation and management we are concerned to ensure that sufficient adult fish return to rivers to maintain spawning stocks and to regulate the exploitation of the fisheries in a balanced and equitable manner. The United Kingdom has a long history of seeking to manage salmon stocks in this way. Combating illegal fishing is vitally important and for this reason we brought forward the additional measures in the Salmon Act 1986 referred to in my reply of 21 April. However, legal forms of fishing are kept under review and if further restrictions are seen to be necessary, we shall not hesitate to act.
