Mr. Chris Smith

To ask the Secretary of State for the Environment which local authorities have received extra housing investment programme allocations in 1988–89. to provide additional accommodation for the homeless under the initiative he announced on 24 March; what additional housing investment allocation each local authority has received under this initiative; and how many units of accommodation each local authority has estimated will result, comprising (a) local authority dwellings refurbished, (b) hostel places provided by local authorities, (c) hostel places provided by housing associations other dwellings or places provided by local authorities and (d) how quickly these units are expected to become available.

Local authorities estimate that the additional allocations of £28.1 million we have given them following our announcement in March will provide over 3,000 extra units of accommodation for the benefit of homeless people. These units should be available in the current financial year. The further details requested are set down in the table.

To ask the Secretary of State for the Environment what criteria he used in selecting(a) which schemes should be approved for additional housing investment programme allocations; (b) which local authorities should receive additional housing investment programme allocations; and (c) what extra housing investment programme allocation each local authority should receive under the initiative he announced on 24 March to provide additional accommodation for the homeless.

Mrs. Roe

In making available the additional £28.1 million of resources announced in March to help homeless people we looked particularly at the number of households in bed-and-breakfast accommodation, and at the number of people councils were housing as homeless. Authorities made bids, and we responded to those which showed the greatest needs and had reasonable plans for meeting them. My right hon. Friend has since announced a further £21.1 million, which we are aiming to distribute in the same way.
