To ask the Secretary of State for Employment how many fatalities have occurred on Manpower Services Commission building and construction schemes under YTS, the job training scheme and the community programme for each of the last five years.

One fatality occurred in May 1986 to a YTS trainee in the construction and civil engineering occupations. There have been no fatalities to trainees on the job training scheme in these occupations. Central records of fatalities on the community programme are not held, although accidents on the community programme have to be notified to the Health and Safety Executive in the same way as for other employment.

Accident information by industries is available only for YTS and where the accident occurred after 1 July 1986. Comparable accident figures for adult trainees on the job training scheme and employees on the community programme are not available centrally. Accidents on the community programme have to be notified to the Health and Safety Executive in the same way as for other employment. The following table gives quarterly figures of fatal, major and minor YTS accidents in the construction and civil engineering occupations and includes accidents to both one-year and two-year YTS participants.

1 MSC accident figures for YTS have been compiled on a similar basis to those prepared by the Health and Safety Executive on employed persons. However, the commission's figures include a number of accidents, in particular road traffic accidents during scheme time and accidents to trainees in educational establishments which may not have been reportable to the executive had the individuals been employed.
