To ask the Secretary of State for Transport if he will introduce legislation to give the Civil Aviation Authority additional powers to alter the structure of civil aviation in the United Kingdom; and if he will make a statement.

We have no plans at present to seek additional powers. The existing statutory framework has proved sufficiently flexible and adaptable to allow the competitive development of airline services.
