To ask the Secretary of State for Transport what assessment he has made of the level of inconvenience to British air passengers travelling to and from European destinations as a result of industrial action by air traffic controllers in various countries; and if he will initiate discussions with Transport Ministers in other European Community countries with a view to establishing employment agreements which prohibit such industrial action.

My right hon. Friend the Secretary of State is kept informed of serious air traffic delays by the Civil Aviation Authority, and by airlines and others in the industry. Delays occur for a variety of reasons. My right hon. Friend does not believe the initiative proposed by my hon. Friend would be a productive or appropriate one at this juncture.
