To ask the Minister of Agriculture, Fisheries and Food what recognition has been given by the European Community Commission and by the Council of Ministers of any special circumstances surrounding raw cane sugar refining in the United Kingdom; and if he will make a statement.

proposals made by the European Commission for assistance in the refining in the United Kingdom of raw cane sugar imported from the African, Caribbean and Pacific sugar-producing countries.

The Commission proposals are welcome recognition of the need to place the refining margin on a more satisfactory basis. We shall be pressing hard for their adoption.
