To ask the Secretary of State for Social Services whether offices of his Department will accept backdated certificates where a claimant of disability premium in receipt of income support who is under 60 years of age and who has been incapable of work for 28 weeks, but who has not previously submitted medical certificates for this period; and if he will make a statement.

The award of the disability premium is, in the first instance, a matter for the office of the chief adjudication officer and local adjudication officers. I refer the hon. Member to the guidance issued by that office to local adjudication officers, a copy of which is held in the Library. The relevant guidance is at paragraphs 27092 and 11459 et seq.
