To ask the Secretary of State for Employment what assessment he has made of the reasons for the current rate of take up of the child care payments in the 10 pilot programme areas.

Under the pilot scheme in 10 areas, child care payments were made available for lone parents who are eligible for the new job training scheme. People who are registered as unemployed for more than six months are eligible for the new job training scheme, but those, including lone parents who are on benefits, who are not registered as unemployed, are not eligible.

The employment training programme, which will replace the new job training scheme from September, will extend child care payments for lone parents, on these terms, nationally. In addition, we have announced that lone parents, all of whose children are in full-time education, and who have received income support on DHSS order books for at least six months, will be eligible for the programme and for child care payments.
