To ask the Minister of Agriculture, Fisheries and Food if he will make a statement on the proposal to increase the levy on budgie seed made by the European Commission; and whether this proposal will fall under the majority voting procedures within the Council of Ministers

We remain firmly opposed to this proposal, which would lead to unjustifiable increases in the import levies for canary seed, buckwheat and millet. The proposal is made under article 43 of the treaty of Rome, and may therefore be adopted by qualified majority.
