Mr. Murphy

To ask the Secretary of State for Wales if he will publish a table showing in respect of each district and county in Wales(a) the rate amount per adult for 1988–89, (b) the relevant equivalent community charge for 1988–89 and (c) the variation of (b) from (a) in cash terms and proportionate terms; and if he will show for (a) above the equivalent rate per adult excluding from rate levies the use of, and rating for, balances and contributions to and from special funds, and for both exclusive and inclusive of community councils' precepts and charges.

Illustrative figures for 1988–89 are given in the following table.

The figures for each district and county are averages of the total precepts of all relevant councils in the area and all figures exclude the use of balances.

Average rates per adult are calculated on a theoretical basis which is comparable with the community charge calculations; both assume the same spending levels.

Community charge calculations are based on present needs assessments which are under review and no allowance has been made for transitional safety net arrangements.
