To ask the Secretary of State for the Environment if he will be accepting the recommendations of the regional water authorities of England and Wales that the proposed National Rivers Authority should have staffing levels approaching 6,000 persons.

Mr. Moynihan

The staffing levels of the National Rivers Authority will depend on final decisions on the schemes of organisation for the creation of their NRA units submitted by the water authorities.

To ask the Secretary of State for the Environment what will be the arrangements for ensuring access to independent analytical services on behalf of the National Rivers Authority; and if he will estimate the costs to public funds of such arrangements.

Mr. Moynihan

The National Rivers Authority advisory committee has emphasised the importance of the National Rivers Authority having adequate laboratory and analytical facilities within its own control. The precise arrangements for analytical services for the NRA and their costs must depend on final decisions on the schemes of organisation submitted by the water authorities.
