Whether, judging from returns so far, they expect the cost of full-time local authority employees concerned with the community charge to more than double by April 1990 compared with April 1987; and the annual cost of administration, registration and collection of the charge to increase by about two-and-a-half times in real terms from April 1987.
The Earl of CaithnesOur estimate, based on the findings of the Price Waterhouse Report, is that the number of full-time local authority staff concerned with the new arrangements would be between 23,700 and 27,000, compared with 13,000 now, at a cost of between £379 million and £429 million, compared with £200 million.
