§ The Prime MinisterThe pay increase for teachers in England and Wales in 1988, which is worth about 4.75 per 395W cent, on average, resulted from a report of the Interim Advisory Committee on School Teachers' Pay and Conditions. My right hon. Friend the Secretary of State for Education and Science implemented in full the committee's recommendations on pay. The pay increase of 6 per cent, in Scotland was conceded by the Scottish local authorities within the Scottish Joint Negotiating Committee for Teaching Staff in School Education. My right hon. and learned Friend the Secretary of State for Scotland made clear the Government's view that this settlement was excessive and unjustifiable.
