To ask the Secretary of State for Social Services what factors determine whether he will intervene when a dispute arises between a district and regional health authority.

The provision of services at local level is a matter for the district health authority, which will be held accountable by the regional health authority. Any differences should be resolved through discussions between the health authorities concerned.
