§ Lord James Douglas-HamiltonAmendments to the Housing Bill will be brought forward to ensure that adequate consultation with tenants is undertaken where transfer to a private sector landlord is proposed by the local authority and to require my right hon. and learned Friend to withhold his consent to such a disposal if it appears to him that a majority of tenants involved do not wish the disposal to proceed.
