§ Lord James Douglas-HamiltonIn May, my right hon. and learned Friend issued the consultation paper, "Private Housing Renewal: The Government's Proposals for Scotland." The paper explains and expands on the reform proposals which were outlined in the Scottish housing White Paper, published last November. The Government are confident that the proposals for streamlining the private home improvement system and targeting grant on those who need it most will make a major contribution to improving the condition of the private sector housing stock throughout Scotland.
