§ Mr. Donald ThompsonUnder the Civil Defence (General Local Authority Functions) Regulations 1983 (SI 1983 No. 1634) it is local authorities' responsibility to plan for emergency feeding in their areas in the event of a hostile attack. MAFF holds stocks of basic food and of emergency feeding equipment for release to local authorities as necessary. The Ministry has issued advice on planning emergency feeding to local authorities in "Emergency Planning Guidance Handbook 3—Emergency Feeding," copies of which are held in the Library of the House.
