To ask the Secretary of State for the Environment how calculations for national council house vacancies are made; what formula is used; and how the data are collated.

The number of council house vacancies in England is simply the sum of the numbers reported by all the English local authorities for April of each year in their annual housing investment programme HIP1 returns. The number vacant can also be expressed as a percentage of the council housing stock reported in the same returns.
