To ask the Secretary of State for Scotland what response he will be making to the report of the Royal Environmental Health Institute of Scotland on "Housing Standards for the 1990s—The Need for a Change in the Tolerable Standard," a copy of which has been sent to him; and if he will make a statement.

In May, my right hon. and learned Friend issued the consultation paper "Private Housing Renewal: the Government's Proposals for Scotland", which details proposals for the reform of the home improvement system, including a revision of the statutory tolerable standard. The institute's report will be taken into account in the Government's response to comments on the consultation paper.
