§ 19. Mr. Simon HughesTo ask the Secretary of State for Education and Science how he arrives at the charges for one Inner London education authority borough paying another borough to educate children, because of the lack of educational establishments.
§ Mr. DunnPupils in London and elsewhere cross local authority boundaries to attend school and there are established procedures for recouping costs. Under existing legislation it is for authorities themselves to agree on rates of recoupment. If they fail to agree they may seek a direction from the Secretary of State. In practice, authorities have collectively agreed rates through the inter authority payments committee. The inner London councils will be able to participate in these arrangements when they become education authorities.
