To ask the Secretary of State for Wales what is the nature of the representations he has received from the Commission of the European Community concerning the proposal to construct a barrage across Cardiff Bay; and what was his response to those representations.

To ask the Secretary of State for Wales if he will ensure that the proposal to construct a barrage at Cardiff Bay is subject to a comprehensive environmental assessment under the European Community's Directive 85/337/EEC; who he proposes to nominate as the competent authority; what the timetable will be to submit an assessment for consideration; and if he will make a statement.

The European Community's Directive 85/337/EEC does not apply to projects which are the subject of national legislation such as the Cardiff Bay barrage proposal, which is currently before Parliament in a Private Bill promoted by South Glamorgan county council. Nevertheless, the promoters have commissioned Liverpool university's environmental advisory unit to undertake an environmental impact assessment. That study is nearing completion and the report will be placed in the Library of the House when it becomes available.
