Mr. Soley

To ask the Secretary of State for Social Services (1) if he will publish a table showing the total number of households receiving (a) a rent allowance and (b) a rent rebate and the total cost of such payments and their average value in each of the years 1979 to 1987 (i) in Great Britain, (ii) in England, (iii) in Wales and (iv) in Scotland;

(2) if he will publish a table showing the total number of (a) home owners, (b) council tenants and (c) other tenants receiving a rate rebate and the total cost of such rebates and their average value in each of the years 1979 to 1987 (i) in Great Britain, (ii) in England, (iii) in Scotland and (iv) in Wales.

[holding answer 27 June 1988]: The information available is given in the tables. Before 1982–83 assistance with housing costs was through the supplementary benefit scheme administered by the Department and the rebate and allowance scheme run by the Department of the Environment. Housing benefit was introduced for some supplementary benefit claimants from November 1982 with full implementation for all claimants following from April 1983. The data for the years prior to 1982–83 are based upon the rent rebate and allowance and rate rebate schemes only. The data for 1982–83 combine information from both the old and new schemes.
