To ask the Secretary of State for Social Services when he last discussed the ethnic question in the 1991 census; and if he will make a statement.

Since my right hon. Friend the Secretary of State announced on 2 November 1987 at column 573 that the Government are planning to hold a census in April 1991 there have been wide consultations and the topic content of the census has been carefully considered. A White Paper will be published shortly, setting out the Government's proposals.
