§ Mr. ButcherThe study of MVDS commissioned from Touche Ross management consultants has been completed, and is currently under consideration by the Government as part of our wider review of broadcasting. The Touche Ross study does not specifically address the suitability of MVDS for the Highlands and Islands of Scotland, though it makes clear that MVDS can be configured in a variety of ways to meet a range of requirements.
