To ask the Secretary of State for Transport what is the mean blood alcohol concentration of drivers killed in road traffic accidents in England and Wales.

The mean blood alcohol concentration of drivers, riders killed in road traffic accidents in England and Wales in 1986, the latest year for which figures are available, was 49 mg/100 ml.

Over 65 per cent. of the driver-rider fatalities had little or no blood alcohol while 17 per cent. had blood alcohol concentration over 150 mg/100 ml.

The illegal level for drivers is 81 mg/100 ml.

The mean blood alcohol concentration of pedestrians killed in road traffic accidents in England and Wales in 1986, the latest year for which figures are available, was 62 mg/100 ml.

Over 60 per cent. of the pedestrian fatalities had little or no blood alcohol while 23 per cent. had a blood alcohol concentration over 150 mg/100 ml.
