Mr. Boyes

To ask the Secretary of State for the Environment to what extent the proposed regional managers for the National Rivers Authority will be answerable to(a) the central National Rivers Authority and (b) to the non-executive consultative committees; and if he will make a statement.

Mr. Moynihan

The National Rivers Authority will inherit water authorities' statutory obligation to consider the advice of regional fisheries advisory committees, and will also have a statutory obligation to consider the advice of the new regional river advisory committees. Regional staff of the National Rivers Authority will be responsible to the authority itself.

Mr. Boyes

To ask the Secretary of State for the Environment if he has any intention of creating regional National Rivers Authority boards.

Mr. Moynihan

As the December policy statement made clear, the National Rivers Authority will have a strong regional management structure. No decisions have yet been taken about the internal management organisation of the National Rivers Authority.
