Dr. Cunningham

To ask the Secretary of State for the Environment if he will publish the estimated outturn net and gross capital expenditure, in total, by region, for each year from 1981–82 to 1986–87, with the comparable planned figures for 1987–88 and 1988–89.

Planned figures for estimated net outturn and gross capital expenditure by region for 1987–88 and 1988–89 are not available. Estimated outturn net and gross capital expenditure by region for the period 1981–82 to 1986–87 are not readily available on a basis comparable with the planning figures.

To ask the Secretary of State for the Environment (1) if he will publish the capital allocation to each local authority, within each expenditure block and in total, in 1987–88 and 1988–89, showing the percentage change for each authority between the two years in their total allocation;

(2) if he will publish the capital allocation in total to the local authorities within each region, by expenditure block, in 1987–88 and 1988–89, showing the percentage change for each region.

Tables 1 and 2 give capital allocations (issued) by expenditure block in 1987–88 and 1988–89 by region. Tables 3 and 4 showing the information by local authority will be placed in the Library of the House shortly.

Comparison of year-on-year total allocations is not meaningful because only £1.3 million (0.3 per cent.) urban programme allocations have been issued in 1987–88 and no urban programme allocations have been issued for 1988–89. A significant proportion of the total allocations excluding urban programme has also not been issued: £70 million (2.6 per cent.) and £250 million (9.5 per cent.) in 1987–88 and 1988–89 respectively.
