To ask the Secretary of State for the Home Department if he will introduce legislation to enable him to enforce through statutory powers the so-called 9 o'clock watershed as a safeguard for young poeple against scenes of violence and depravity on television.

The responsibility for enforcing programme standards must rest with the broadcasting authorities. The Government recognise the need for stronger and more effective oversight of standards relating to the portrayal of violence and sex on television and to that end my right hon. Friend has announced his intention to set up the Broadcasting Standards Council.
