To ask the Secretary of State for the Environment, when and in what form he proposes to introduce measures to give effect to the Government's intention to seek enabling powers on charging for local authority services as announced in his statement of 22 July 1987, Official Report column 275.

The Government will introduce the necessary enabling power at the earliest practical legislative opportunity.
