§ Mr. KirkwoodTo ask the Secretary of State for Scotland if he will list in theOfficial Report the measures taken since 1979 to improve energy conservation in commercial and industrial undertakings, local authorities and domestic households in Scotland and indicate how much was spent promoting the schemes and the estimated benefits in energy conservation which accrued.
§ Mr. LangThe Government have achieved considerable success in encouraging the efficient use of energy in all sectors in Scotland through their ongoing energy efficiency campaign.
I regret that I am unable to provide a detailed breakdown of Government measures, expenditure and estimated benefits in the way suggested by the hon. Member, but I can say that there are now over 1,000 energy managers in Scotland. Commercial and industrial organisations and local authorities have, since the inception of the energy efficiency survey scheme in 1984, received Government grants amounting to £600,000 for energy surveys. These have identified potential estimated savings of £18 million per annum. In addition, since 1979, through the energy efficiency demonstration scheme £1.9 million has been provided to test new energy-saving technologies in working situations; and in the domestic sector almost 140,000 grants totalling £9.1 million have been provided through the homes insulation scheme to improve home comfort levels and provide lower fuel bills.
