To ask the Secretary of State for the Environment what representation he has received seeking legislation under which tenants are given the right to buy houses and flats from their private landlords; and if he will make a statement.

We receive occasional letters from hon. Members and members of the public asking about a right to buy scheme for private tenants. We consider that such a right would be an infringement of rights over private assets and would discourage landlords from letting property. It is open to sitting tenants to negotiate sale with their landlords. We do not intend to legislate on this.
