To ask the Secretary of State for Social Services (1) how many regional health authorities have been refused additional resources in 1987;

(2) how many regional health authorities have been granted additional resources in 1987;

(3) how many district health authorities have been granted additional resources in 1987;

(4) how many regional health authorities have applied for additional resources in 1987;

(5) how many district health authorities have been refused additional resources in 1987;

(6) how many district health authorities have applied for additional resources in 1987.

[holding answer 7 December 1987]: Allocations to regional health authorities are made in accordance with the recommendations of the Resource Allocation Working Party and not in response to bids. Allocations to districts are a matter for regions. Authorities are expected to plan on the understanding that pay and price increases and the cost of service developments must be met from within the resources made available to them, from increased efficiency, and from income generated locally. But where major new demands would otherwise result in reductions in patient care or services we have responded with additional funds. In 1987–88 for example we have made additional funds available in year as follows:
