To ask the Secretary of State for Social Services when he expects to be in a position to announce a decision as to whether he intends to introduce legislation on the proposals in the White Paper on "Child Care and Family Services."

I refer the hon. Members to my reply to my hon. Friend, the Member for Surrey, South-West (Mrs. Bottomley) on 28 October at columns307–8. I said then that we would review the proposals in the White Paper in the light of recommendations in Mrs. Justice Butler-Sloss's report of the Cleveland inquiry when this is received. Subject to that, we intend to introduce a Bill as soon as parliamentary time is available.
