To ask the Secretary of State for Social Services when he expects to be in a position to announce a decision on legislation to give effect to the proposals in the White Paper on "Child Care and Family Services."

To ask the Secretary of State for Social Services when he expects to be in a position to announce a decision as to whether he intends to introduce legislation on the proposals in the White Paper on "Child Care and Family Services."

I refer the hon. Members to my reply to my hon. Friend, the Member for Surrey, South-West (Mrs. Bottomley) on 28 October at columns307–8. I said then that we would review the proposals in the White Paper in the light of recommendations in Mrs. Justice Butler-Sloss's report of the Cleveland inquiry when this is received. Subject to that, we intend to introduce a Bill as soon as parliamentary time is available.
