§ Mr. MacGregor[holding answer 18 December 1987]: Future farm incomes will be influenced by many unpredictable factors, including individual farmers' management decisions. Consequently, reliable estimates cannot be made. The Government's determination that proper budgetary discipline should be applied to the CAP offers the best prospect for ensuring its continuance as a viable support policy and is thus in the interests of farmers, as well as taxpayers and consumers.
