To ask the Secretary of State for the Environment what consideration is being given to introducing legislation whereby individual members of the public, singly or collectively, would have the right of appeal to him where a local authority grants planning permission.

In our response (Cm. 43) to the fifth report from the Environment Committee, Session 1985–86, we endorsed the Committee's view that it would not be appropriate to give to third parties rights to appeal against the grant of planning permission.
